SAVE THE DATE: 4th IMC World Forum on Music

The 4th edition of the IMC World Forum on Music and 34th General Assembly of the IMC will take place in Tallinn, Estonia, from September 26 until October 2 2011. It will be organised jointly by the International Music Council and the Estonian Music Council.
You should plan to arrive at the latest in the morning of September 26 so to be able to attend the meetings of the Regional Music Councils in the afternoon, before the Forum will be opened officially in the evening.

The IMC General Assembly will take place in the mornings of October 1 and 2.

In the afternoon and evening of October 1, participants are invited to attend the wide and diverse range of concerts organised by the Estonian Music Councils and its members and partners throughout the city of Tallinn in celebration of October 1 - International Music Day.

For its head office in Bonn, the EMC wants to recruit a personal assistant to secretary general policy and communication (M/F) to contribute to the development of the organisation in response to the needs of the European music sector in the 21st century.

We offer an inspiring working environment, international contacts in the fields of music and cultural policy and the opportunity to get insight in all work fields of a cultural NGO, such as EU and national cultural policy, international conferences and workshops, funding applications on EU and national level, membership communication and many more. The personal assistant will receive an appropriate salary relating to the tasks and qualifications.

Tasks of the personal assistant will be:
to assist the secretary general policy and communication in implementing all EMC activities;
to develop communication material for the EMC and its activities;
to draft press material for the EMC and its activities;
to follow the developments of EU cultural policy;
to foster existing and to establish new PR contacts with the relevant media.

We are looking for an open-minded and dynamic person, with an interest in European cultural issues and international networking who brings qualities as:
degree in cultural sciences or equivalent;
knowledge of and/or interest in the arts and music in particular;
knowledge of and/or interest in European cultural policy;
excellent communication and organisational skills;
fluent communication in English and German;
ability to work independently and a willingness to work flexible hours and travel.

Conference Framework
Convened at the initiative of UNESCO, in close partnership with the Government of Republic of Korea, the 2nd World Conference on Arts Education will take place in Seoul from 25th to 28th of May, 2010. The Conference will bring together representatives of Ministries of Education and/or Culture from the UNESCO Member States, as well as various experts, researchers and practitioners in the area of Arts Education.

Researchers are invited to submit abstracts for paper presentations within the framework of the upcoming World Conference on Arts Education. Abstracts from any relevant discipline will be considered, provided they make an original academic contribution to the research of arts education and its effects. All workshop topics are listed in the Appendix 1 and also available on the following webpage: http://www.artsedu2010.kr/htm/en/program/201_detail.jsp. The Steering Committee will endeavor to schedule abstracts according to authors' preferences but reserves the right to decide on the final form of presentation. We particularly seek proposals for research papers on the following topics within the realm of Arts Education:

- Encouraging cooperation and partnerships: within and beyond school
- Developing the capacity of arts education practitioners: education and training system

IAMIC first Virtual Composers In Residence Programme aims to share, network and publish information about composers and their work and process more widely, by enabling the composers community and audience to connect through virtual and interactive environment.

Creating a special space on the IAMIC and MIC's website and hosting each month two new composers from different countries, should offer composers of all genres a context to gain greater visibility for their work, to reach new audience and online community, exchange experience and get in dialogue with their foreign colleagues.

The two composers will use email, chat, blogs and IAMIC website to discuss their daily work, music, education, possible projects and to track the progress of the work.

The conversation will be public and open for public comments.

Composers, John McLachlan, CEO of the Association of Irish Composers and Lucien Posman, president of the COMAV - Componisten Archipel Vlaanderen, are the first IAMIC residences.

Use the opportunity to discover more about composers' daily work, music, education, subsidies, ideas and to get in dialogue with them!

Journal of Music Research Online (JMRO) - Call for papers

The Music Council of Australia (MCA) is pleased to announce that there is a new journal for the online publication of music research.

The Journal of Music Research Online (JMRO) is a new, freely accessible, peer-reviewed journal for the publication of scholarly research in music. It has broad scope and will publish research which is of the highest international standard. It encourages the inclusion of audio and video samples, high quality images and music scores where those items enhance the presentation of the research. JMRO has no page limits and aims to minimise the time from submission to publication. The first paper to be published has recently appeared and can be viewed at the web site.

JMRO's publisher, the MCA brings together all sections of the music community in order to advance a diverse and vibrant musical life. To achieve this, the MCA gathers and provides information, conducts research, undertakes advocacy, ensures representation in relevant forums, and initiates and realises projects. JMRO is published with funding support by the University of Adelaide and Griffith University.

Platform on Intercultural Dialogue
The final Rainbow Paper of the Platform on Intercultural Dialogue has been published and is now online for endorsement. It proposes a 5-step path from intercultural challenges to interculturalism and makes 5 sets of recommendations: on educating and building institutional capacity for Intercultural Dialogue, on monitoring for sustained policies, mobilising across boundaries, and resourcing of Intercultural Dialogue. EU Culture Programme Conference, 12 December, Brussels, Belgium
The focus will be on presenting past and on-going project results of projects funded by the EU in the frame of the Culture 2000 and other Culture Programmes.

The aim of the event is to enable exchange of experience and good practice between cultural operators. It will help show the synergies between the Culture Programme and the European Agenda for Culture adopted by the Commission and Member States last year. The event will consist of plenary sessions as well as a complimentary exhibition where 35 projects will be showcased, and which will provide an opportunity for networking. EMC Board Meeting in Ramallah, Palestine, 22-23 October 2008
The Board of the European Music Council had the opportunity to hold a Board meeting at the Edward Said National Conservatory of Music (ESNCM) in Ramallah. Prior to the Board meeting the EMC met with the director of the Conservatory Mr. Suhail Khoury and the Chairman of the Palestinian Music Council Nader Jalal. It was a very inspiring meeting listening to the challenges of working with music in Palestine. The work of ESNCM is constantly broadening aiming to install a higher music education degree as well as opening more branches in different regions of Palestine. One hope is that in the near future students of the Conservatory will become its next teachers. Furthermore, the Conservatory is looking constantly for co-operation partners. Music on Troubled Soils, 23-26 October 2008, Jerusalem, Israel
The three day conference taking place in the Jerusalem Music Centre provided a diverse overview on different music projects taking place on troubled soil. Projects from the Balkan area, Cyprus, Palestine, Israel, Saudi Arabia and the Mediterranean were presented. In the projects music served as interlocutor between peoples providing a means for dialogue as well as music served as a means to development aid to improve the social situation and functioning as a mind-opener. The conference was framed by inspiring concerts of the Mozaic choir (a cooperation between an Arab and Jewish choir) as well as by the Derech as-Salam Ensemble (with musicians from Israel and Palestine) playing songs in Arab and Hebrew. Music on Troubled Soils 23.-26.10.2008

IMC Israel, together with the European Music Council (EMC) invite you to participate in the Conference Music on Troubled Soils taking place from 23 to 26 October in Jerusalem, Israel. Following the aims of the European Year of Intercultural Dialogue, this conference will examine the role of musical activity as a bridge between peoples and people on troubled social and political circumstances.

Lectures, discussions and project presentations dealing with healing societies and cultures through music will form the core programme of the event. Concerts and musical presentations including both Israeli and Palestinian musicians will give an insight on the music being practised in this region of the world. Guided tours in different sites will allow the participants to discover the actions being carried on in situ.

Victims' Symptom, commissioned by LabforCulture and curated by Ana Peraica (Croatia/The Netherlands), invites you to participate in an online debate from May 17-23, 2008 at http://victims.labforculture.org. This open, public debate, conceptualised and moderated by Ana Peraica and co-moderated by art theorist, critic and performance artist Peter Fuchs (Hungary), brings together participating artists and theorists in a series of online discussions around the concept and image of 'the victim' as it is used in contemporary society.

Call for Project Partners

Project name: Access to Musical Diversity

Project Outline
The aim of the project "Access to Musical Diversity" is to promote musical diversity in Europe and to make music from any culture accessible to all European citizens in all European countries and beyond. The project will thus contribute actively to the implementation of the "UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions".

Starting point for the project are the five musical rights as formulated by the International Music Council:
- the right for all children and adults to express themselves musically in full freedom;
- the right for all children and adults to learn musical languages and skills;
- the right for all children and adults to have access to musical involvement through participation, listening, creation, and information;
- the right for musical artists to develop their artistry and communicate through all media, with appropriate facilities at their disposal;
- the right for musical artists to obtain fair recognition and remuneration for their work.

The project will detect deficiencies of musical rights in Europe: Which of these rights are endangered of not being carried out? Where are these rights obstructed? What are the underlying reasons for a possible disregard of musical rights? And how can musical rights in Europe be protected and promoted?

The project activities shall provide approaches that offer concrete solutions and activities how to overcome deficiencies in the implementation of musical rights.

In order to bring this project to life, the EMC will apply for project funding at the EU Culture Programme, therefore, the EMC is looking for music organisations that wish to become partner in the project "Access to Musical Diversity". A project partner shall offer activities that provide solutions in the field where musical rights are not being implemented or being under constraint.

Provisional time frame:
Until 1 June 2008: Search for cooperation partners
Until 1 July 2008: Define cooperation partners
Mid July 2008: Constitutive meeting of project consortium and definition of project activities and budget
1 September 2008: Deadline application for EU grant (as it seems now)
